Phytosanitary Certificate for Agricultural Exports
Most agricultural and plant-based exports from India require a Phytosanitary Certificate confirming the consignment is pest-free and meets the importing country’s plant-health rules. We manage the entire NPPO process for you.
Why Plant Exports Need a Phytosanitary Certificate
A Phytosanitary Certificate is an official document issued by India’s National Plant Protection Organisation (NPPO), under the Directorate of Plant Protection, Quarantine & Storage. It certifies that a consignment of plants or plant products has been inspected, is free from regulated pests, and conforms to the importing country’s phytosanitary requirements.
It is required for agricultural commodities, seeds, grains, spices, fresh produce, and many processed plant products. Applications are filed through the online PQMS (Plant Quarantine Information System) portal, followed by inspection and, where needed, prescribed treatment before the certificate is issued.
Understanding the Phytosanitary Process
What exporters of plant and agricultural products need to know.
What It Certifies
The certificate confirms that the consignment has been inspected, is substantially free of quarantine pests, and meets the importing country’s declared plant-health import conditions.
Issued by NPPO
India’s National Plant Protection Organisation issues phytosanitary certificates through Plant Quarantine Stations located at major ports, airports, and land borders.
When It Is Required
Required for plants, seeds, grains, pulses, spices, fresh fruits and vegetables, and many processed plant products โ based on the importing country’s regulations.
The PQMS Portal
Applications are filed online through the PQMS (Plant Quarantine Information System), which schedules inspection and records treatment and certification.
Inspection & Treatment
Consignments are inspected and sampled; fumigation or heat treatment may be prescribed to meet the destination country’s import conditions.
Importing-Country Rules
Each country sets its own phytosanitary import conditions and pest lists. The certificate must reflect any specific Additional Declarations the destination requires.
The Phytosanitary Certification Process
From application to certified, export-ready consignment.
Application via PQMS
We file the phytosanitary application on the PQMS portal with consignment, commodity, and destination details, and the importing country’s specific requirements.
Inspection & Sampling
A Plant Quarantine officer inspects and samples the consignment to check for regulated pests and confirm it meets import conditions.
Treatment Where Required
Fumigation, heat treatment, or other prescribed treatment is carried out by an accredited provider, with a treatment certificate issued.
Certificate Issuance
On satisfactory inspection, NPPO issues the Phytosanitary Certificate, which accompanies the shipment for clearance at the destination.
